API 5L is the most widely used specification for steel line pipe in oil and gas transport — and it is also used for water and other pipelines. Every API 5L enquiry includes a key detail: PSL1 or PSL2. These two "product specification levels" look similar on paper but differ significantly in testing, chemistry and cost. Getting them right is essential for any line pipe supplier.

What API 5L covers

API 5L (also published as ISO 3183) covers seamless and welded steel pipe for pipeline transportation systems. It includes:

  • Seamless (SMLS) pipe
  • Welded pipe: ERW (HFW), LSAW, SAWH (spiral) and others
  • Grades from L175 / A25 up to L830 / X120, with the most common being Grade B, X42, X52, X60, X65 and X70

The number after "X" is the minimum yield strength in thousand psi. X52, for example, has a minimum yield of 52,000 psi (360 MPa).

PSL1 vs PSL2 — the core idea

  • PSL1 is the standard quality level.
  • PSL2 adds stricter requirements on chemistry, mechanical properties, toughness, NDT and traceability. It is used for more demanding service — higher pressure, lower temperature, sour gas or offshore.

PSL2 grades carry a delivery condition suffix, such as X52N (normalised), X65Q (quenched and tempered) or X70M (thermomechanically rolled).

Why PSL2 costs more

PSL2 needs cleaner steel, controlled processing, extra testing and documentation. Mills plan PSL2 orders more carefully, and lead times may be longer. Many mills supply pipe dual-certified as PSL1 and PSL2 when the material meets both.

Sour service and offshore annexes

API 5L includes annexes for special conditions:

  • Annex H — PSL2 pipe for sour service, with additional tests such as HIC and SSC resistance.
  • Annex J — PSL2 pipe for offshore service.

If an enquiry mentions "sour service", "NACE" or "HIC tested", the requirements go well beyond basic PSL2.

  • Coal tar enamel and concrete weight coating — for specific onshore and offshore uses.
  • Internal linings — epoxy or cement mortar for water and some gas lines.

Coating standards and thickness must be stated in the enquiry. Coating adds weight and cost, so include it in your price and freight calculations.

Can PSL2 pipe be supplied against a PSL1 order?

Generally yes, because PSL2 meets stricter requirements — but confirm with the buyer and make sure documents show both. PSL1 can never be supplied against a PSL2 order.

Is API 5L Grade B the same as ASTM A106 Grade B?

They are different specifications with similar strength. Many seamless pipes are dual or triple certified to API 5L Gr. B, A106 Gr. B and A53 Gr. B.
